What the badge distribution looks like
Across the 16 operators tracked on this site, 8 name a Curaçao licence, 5 name Anjouan or the Comoros, 4 name Panama, and 2 name no licensing jurisdiction at all. Those figures add up to more than 16 because 5 of the brands hold two licences at once, which is normal and usually reflects a migration from one framework to another rather than belt and braces. The group naming none is the informative one: where an operator does not publish a licence we leave the field blank rather than guess, which is the rule described on how we rate sites.
Curaçao
The oldest and most common offshore framework for this market, and the one that has changed most in recent years: the old master-licence and sub-licence structure has been moving towards direct licensing by a national authority. Practically, a Curaçao licence means the operator exists as a registered company, has had its games and its anti-money-laundering procedures reviewed, and has a regulator that will accept a complaint.
Anjouan and Comoros
A newer and cheaper route that became popular as Curaçao tightened. Requirements are lighter and the complaint channel is thinner. It is not a red flag on its own — several long-established brands hold one — but it carries less weight as evidence than the operator’s own payment history does.
Panama
A long-standing jurisdiction with a conventional corporate framework behind it. As with the others, it regulates the company rather than protecting the individual player, and its reach over a dispute is limited.
What a licence does not do
- It does not make the site legal where you are. That is a question about your own jurisdiction, and no offshore regulator answers it.
- It does not segregate player funds in most frameworks, which means a balance on the site is a claim on the company, not a deposit in an account.
- It does not give you a court. Recourse runs through the regulator’s complaint process and, in practice, through public pressure.
- It does not survive a rebrand. Licences attach to companies, and companies change.
