What the merchant code does
Every card transaction carries a merchant category code. Gambling has its own, and issuers in the United States decide independently what to do with it. Some pass it, some decline it outright, some pass it only on debit and not on credit. There is no appeal to this at the operator’s end, and no code or workaround in a chat window will change the issuer’s rule.
Each retry is a fresh authorisation attempt. Several in a row can put a temporary hold on the card, and can flag the account for a manual review at the bank.

What clears when a card does not
Crypto
This is the reason crypto became the default at US-facing sites, rather than any ideology about money. A coin transfer has no merchant category code and no issuer to refuse it. The cost is the learning curve and the fees described in crypto withdrawal fees.
Bank wire
A wire clears where a card does not, because it is initiated by you rather than by the merchant. It is slow and it usually carries a fee at both ends, which makes it a method for a large single deposit rather than for weekly play.
A second card

The deposit that clears is not the payout that clears

Can the casino do anything about a declined card?

Is a prepaid card a way around it?
